PPWR: the new EU packaging rules, explained

The Packaging and Packaging Waste Regulation (PPWR) applies since 12 August 2026 and reshapes packaging across the EU step by step until 2040. The six milestones below are the whole story — the year bar tracks where you are.

PPWR applies across the EU

Documentation duties begin for packaging producers, and PFAS (“forever chemicals”) limits now apply to food-contact packaging. Stock already on the market may still be sold — nothing you use today is banned.

Test rules and sorting labels arrive

The EU publishes the official recyclability scoring method and the harmonised sorting pictograms that will appear on packaging artwork. Formal material grading starts here.

The recyclability requirement

Packaging must reach recyclability grade A (≥95%), B (≥80%) or C (≥70%) — anything below 70% can no longer be placed on the EU market. Minimum recycled-content quotas for plastic packaging also begin.

Recycled at scale

Being recyclable “on paper” stops being enough — packaging must be actually collected and recycled in real infrastructure across the EU.

2038
1 January
Grades A and B only

Grade C ends — only grades A and B remain on the EU market.

Recycled content doubles

Recycled-content targets roughly double (for example 65% for ordinary plastic packaging). Full circularity is the destination.

What is PPWR?

PPWR stands for the Packaging and Packaging Waste Regulation — Regulation (EU) 2025/40. It replaces packaging rules dating from 1994 and, as an EU regulation, applies identically in all 27 member states. Its goal is dramatically less packaging waste; its method is to make every package genuinely recyclable, give it recycled content and harmonised sorting labels, and back it all with documentation.

For anyone buying doypacks, pouches and packaging bags, PPWR turns material choice into a long-term planning question: the regulation decides which structures stay on the EU market in 2030, 2038 and 2040.

Think of it like CE marking, but for packaging. Every bag becomes a regulated product with paperwork — and the materials that recycle worst are phased out on a published schedule. Nothing sold today is banned; the first material requirements apply from 1 January 2030.

How common pouch materials stand for 2030

From 1 January 2030, packaging below 70% recyclability can no longer be placed on the EU market. Based on the regulation and current industry recycling criteria (RecyClass, CEFLEX), this is where the usual pouch structures stand:

Mono-PE pouches

COMPLIANT PAST 2030

Single plastic — top recyclability grade.

Mono-PP pouches

COMPLIANT PAST 2030

The same single-material logic as PE.

PE + EVOH barrier

COMPLIANT PAST 2030

A thin oxygen barrier (≤5% of weight) is accepted — high barrier without aluminium.

Kraft paper + PE

OK FOR 2030

Around grade C: compliant through 2030; grade C packaging is scheduled to end in 2038.

Aluminium laminates

UNTIL 2030

PET+AL+PE and kraft+AL structures — on the market as normal until 1 January 2030.

Mixed-plastic laminates

UNTIL 2030

PET+PE and OPP+metPET+PE — expected below the 70% threshold from 2030.

Kraft + BOPA (nylon) + PE

UNTIL 2030

The nylon layer counts against both the paper and the plastic recycling stream.

Accessories and decoration

DETAILS MATTER

Same-plastic valves and zippers are fine; metal tin ties are incompatible; hot-stamp foil is fine as a small logo; carbon-black bags can be missed by sorting scanners.

PPWR — frequently asked questions

Is my current packaging illegal now?
No. Nothing is banned today. The recyclability requirements start on 1 January 2030, and stock already placed on the market may be sold through. What applies already are documentation duties and PFAS limits for food-contact packaging — points a compliant supplier handles for you.
Who is responsible for PPWR compliance — my business or my bag supplier?
Both, for different things. The bag manufacturer documents the empty bag. Once you fill it and sell your product, the filled package counts as yours — and from 2030 its recyclability grade will also influence the packaging fees you pay in each EU country.
Can recyclable bags protect coffee and food as well as aluminium?
Yes. PE + EVOH structures deliver strong oxygen and aroma barriers while remaining recyclable — this is the structure the coffee and food industry is converging on.
Will I need to change my packaging labels?
Eventually. Harmonised EU sorting pictograms are expected around 2028. One artwork update once the official designs are published will cover it.
Could the PPWR deadlines still change?
Some technical details are still being finalised in Brussels, so fine print may shift. The overall direction — recyclable mono-materials in, poorly recycling laminates out — is fixed.
